Tender Description
The Project Coordination Unit of Jinnah Medical Complex and Research Center under the Ministry of National Health Services Regulation and Coordination Islamabad invites expert consultancy services for third-party validation of engineering, procurement, and construction activities. This consultancy is critical for ensuring transparency, value for money, and compliance with national and international standards in healthcare infrastructure development in Islamabad.
The scope covers comprehensive validation of design, procurement, construction, medical and non-medical equipment, IT systems, and operational readiness of the Jinnah Medical Complex & Research Center. The project is divided into two phases with Phase I executed under EPC mode and Phase II under BoQ mode. The consultant will review architectural, structural, MEP, HVAC, medical planning, procurement processes, contract compliance, construction quality, safety standards, and commissioning activities. The role includes independent scrutiny of reports, risk identification, dispute resolution support, and ensuring alignment with project scope, budget, and schedule.
Consultants must demonstrate strong expertise in hospital and healthcare infrastructure projects, with key experts including technical validation leads, structural and MEP engineers, contract specialists, medical planners, financial analysts, and legal counsel. PEC registration and compliance with FBR tax regulations are mandatory. The consultant must provide a detailed methodology, risk management plan, and value for money assessment aligned with the 4.5-year project duration.
Submission deadline is **04 May 2026** by **15:00 Pakistan Standard Time** via the EPADS online portal. Technical proposals will be publicly opened at the Project Director's office in Islamabad at **15:30** on the same day.
