Tender Description
This tender invites bids from reputable national and international firms for third-party validation services under the Pakistan Accelerated Vehicle Electrification (PAVE) program in Islamabad. The Engineering Development Board, Ministry of Industries and Production, seeks expert validation of electric 2-wheelers and 3-wheelers acquired by self-finance applicants nationwide, including Azad Jammu & Kashmir and Gilgit-Baltistan.
The engaged firm will verify electric vehicles to ensure compliance with the New Energy Vehicle (NEV) Policy 2025-30. This critical validation supports subsidy reimbursements and promotes clean energy adoption. The scope demands technical expertise in electric vehicle standards and familiarity with regional distribution challenges across Pakistan.
Bidders should hold relevant PEC categories and maintain active FBR/ATL status for the fiscal year 2025-26. Compliance with PPRA rules and submission of a Bid Securing Declaration in the prescribed format is mandatory. Firms must prepare bids according to the e-bidding instructions and submit them via the E-Pads system.
The submission deadline is set for 26th January 2026, with bid opening at 11:30 am on the same day at the EDB office, Plot No. 5-A, Constitution Avenue, Islamabad. Manual bid submissions will not be accepted, emphasizing the importance of timely electronic submission.
Pro-Tip: Ensure your bid includes the Bid Securing Declaration as per PPRA format and double-check the e-bidding portal for any updates or amendments to avoid disqualification.
