The Pakistan Software Export Board (PSEB) in Islamabad invites qualified consultancy firms to submit proposals for a comprehensive assignment involving Third-Party Validation (TPV), Performance Audit, Monitoring, Verification, and Tracer Research of ongoing skill development initiatives under the Revamping IT Industry Landscape program. This consultancy aims to independently verify reported outputs and outcomes such as trainee enrolment, certification, placement, and stipend disbursement records. The scope includes assessing training quality, conducting beneficiary tracking and tracer studies to measure employment and income outcomes, verifying compliance with approved PC-I objectives, and identifying implementation bottlenecks and risks. Items being procured: - Project setup, governance framework, PC-I/data readiness, software/application development kick-off and reporting structure - Inception Report, implementation plan, methodology, work breakdown structure, survey protocol, performance audit framework and risk plan - Survey design and tools, performance audit tools/checklists, software/application configuration, dashboard framework, data structure, SOPs, questionnaire design and pilot readiness - Submission of data collection, performance audit and progress reports quarterly - 100% survey and monitoring attempt coverage report and validation check report - Yearly TPV, tracer study, performance audit and effectiveness evaluation of each project/initiative - Final TPV completion report, consolidated tracer, performance audit and effectiveness evaluation report The consultancy covers three major projects with approximately 36,596 beneficiaries across Pakistan: Component III Capacity Building of IT Industry, Revamping IT Industry Landscape, and the National Semiconductor HR Development Program. The contract duration is two years with possible extension based on performance and fund availability. The consultant must ensure data privacy, conduct quality assurance including validation checks and audits, and provide detailed analytical and summary reports along with an interactive data dashboard. Eligibility requires firms with proven experience in TPV, tracer studies, performance audits, and large-scale survey management, with a minimum average annual revenue of PKR 20 million.
