Tender Description
The Ministry of Railways Pakistan is procuring Third Party Validation (TPV) services for various PSDP projects including Thar Coal Rail Connectivity, procurement of high-capacity bogie wagons and passenger coaches, special repair of diesel electric locomotives, immediate track safety works on Rohri-Kotri section, and rehabilitation of track maintenance machines. These projects are located in key cities such as Karachi, Lahore, Islamabad, and Sukkur, reflecting a broad national scope.
The technical scope involves validation of project execution and compliance with approved Terms of Reference (ToRs). The services require firms to have strong expertise in railway infrastructure and rolling stock projects. Interested firms must be registered with the Federal Board of Revenue (FBR) and listed on the Active Taxpayer List (ATL). The bidding process is a single stage with two envelopes, requiring separate technical and financial proposals. Firms can submit proposals individually or as a consortium/joint venture, demonstrating relevant experience and qualifications.
The tender emphasizes the importance of submitting proposals by the deadline of 22nd July 2026 at 1400 hours. Pre-bid meetings are scheduled for 8th July 2026 at 1100 hours at respective project offices. The submission address varies by project, including offices in Karachi Cantt, Lahore, Islamabad, Sukkur, and Lahore headquarters. The proposals will be opened on the same day as submission in the presence of bidders or their representatives.
A practical tip for bidders is to carefully review the detailed ToRs available on official websites and ensure compliance with all technical requirements. Early preparation of Earnest Money and CDR documentation is crucial to avoid disqualification. This tender offers a significant opportunity for consultancy firms specializing in railway project validation to engage with high-profile government projects under the Ministry of Railways.
