Tender Description
This tender invites qualified firms to provide sixteen trained Traffic Marshallers at Jinnah International Airport Karachi under the Pakistan Airports Authority. The contract spans two years with a possible six-month extension, focusing on continuous 24/7 traffic management to ease congestion and ensure safety within the airport premises. The department requires skilled manpower capable of handling traffic flow efficiently while maintaining communication with traffic police and adhering to strict uniform and conduct standards.
The scope includes deployment of Traffic Marshallers who are medically fit, under 35 years of age, matriculate or above, and trained in traffic control and safety protocols. The service provider must ensure proper supervision, timely attendance, and replacement of absent personnel without additional cost. The contract demands compliance with government minimum wage policies, EOBI, social security, and all applicable taxes. The site is Karachi, a busy metropolitan hub, requiring vigilant and professional traffic management to meet operational challenges.
Bidders must have at least three years of relevant experience, valid NTN, EOBI, and social security registrations, and a minimum average monthly bank balance of PKR 1 million. PEC category is not applicable, but compliance with FBR and ATL requirements for 2025-26 is mandatory. The bid security is PKR 450,000 in the form of a pay order. The evaluation will be based on technical and financial criteria with a minimum technical score of 70 marks.
Submission deadline is on the 16th of February 2026 by 11:30 AM via the EPADS portal, with technical bids opening at 12:00 PM the same day. Hard copies must be delivered to the Officer In-charge (HR), Level VI, Jinnah International Airport Karachi. The bid security pay order must reach the office before technical bid opening.
