This tender invites consultancy firms, joint ventures, or consortia to provide transaction advisory services for the Employees' Old Age Benefits Institution's (EOBI) proposed real estate investment in mixed-use development projects in Islamabad. The project involves five-star hotels, serviced apartments, and corporate offices on Plots 6 and 8, Sector F-5/1. Issued by Pakistan Real Estate Investment & Management Company (PRIMACO), a wholly owned subsidiary of EOBI, this consultancy opportunity is critical for guiding EOBI's strategic investment decisions in collaboration with the Capital Development Authority (CDA).
The scope covers legal due diligence, financial and technical feasibility studies, evaluation of CDA's bidding documents, and transaction support including joint venture agreement review and implementation advisory. The consultant will assess compliance with EOBI's statutory mandates, public procurement rules, and provide risk mitigation strategies.
