Tender Description
This tender invites bids for the supply, installation, testing, and commissioning of specialized transformer reclamation workshop equipment in Quetta under the auspices of Quetta Electric Supply Company (QESCO). The scope includes a variety of machines such as HT and LT coil winding machines, shearing machines, transformer drying ovens, oil dehydration plants, overhead cranes, test benches, grinders, compressors, and various tools and measuring instruments. These items are essential for the efficient operation and maintenance of transformer workshops, ensuring high-quality reclamation and repair of transformers in the region.
The equipment must meet WAPDA specifications and be suitable for installation at the Transformer Reclamation Workshop located in Quetta. The drying oven, for example, is designed with a vacuum chamber and thermal insulation to handle transformers up to 20 units per trolley, with precise temperature and vacuum controls. The tender also covers the supply of electric welding plants, gas welding sets, and power measuring desks, all critical for workshop operations. The delivery schedule is strict, with completion expected within 120 days, and includes free delivery to the Field Store QESCO Turbat.
Bidders must be registered with the sales tax department and have proven experience with DISCOs or similar entities, particularly in transformer manufacturing or reclamation. Compliance with PEC categories and FBR/ATL registration is advised to ensure eligibility. The tender requires a bid security of Rs. 925,940 valid for 120 days, submitted as a Call Deposit Receipt or Bank Guarantee. The performance security will be 5% of the contract price including tax. Prototype approval may be required within one month of purchase order issuance.
The submission deadline is strictly set for 10:00 AM on 3rd March 2026, with bid opening at 10:30 AM the same day at the QESCO Chief Executive Office on Zarghoon Road, Quetta. Bidders must submit both online bids via the E-PADS portal and a filled hard copy of the bidding documents. Late or incomplete bids, or those without proper bid security, will be rejected.
Pro-Tip: Ensure the bid security instrument is original and valid for 120 days, and double-check the submission of the original Call Deposit Receipt with the bid proposal. Missing this often leads to disqualification. Also, visit the site to understand delivery logistics and inspection requirements thoroughly before bidding.
