Tender Description
The Karachi Metropolitan Corporation (KMC) invites reputable firms to submit bids for the turnkey supply, installation, commissioning, and comprehensive refurbishment of 17 Nos. Hino FG1J and Isuzu FVR 34, 4x2, (RHD) fire-fighting vehicles for the Fire Brigade Department, Karachi. This project involves complete overhaul and refurbishment of vehicle chassis, engine, transmission, clutch, suspension, steering, braking, electrical and fuel systems, driver cabin, firefighting superstructure, crew cabin, water and foam tanks, fire pump, PTO and pump drive system, water monitor, foam proportioning system, hose reel, firefighting piping and valves, equipment compartments, lighting, warning systems, public address/siren system, access arrangements, and all associated mechanical, structural, electrical and firefighting components. Items being procured:
- 17 Nos. Hino FG1J and Isuzu FVR 34 fire-fighting vehicles
- Complete chassis overhaul and refurbishment
- Fire pump system compliant with EN 1028-1 & EN 1028-2 or NFPA 1901
- 6,000-litre firefighting water tanks
- 500-litre foam tanks
- Foam proportioning systems
- Roof-mounted firefighting water monitors
- Quick-intervention high-pressure hose reels
- Crew cabins for four firefighters with SCBA-compatible seats
- Equipment locker compartments with anodized aluminium roller shutters
- Electrical, lighting, warning, siren and public address systems
- Brand-new tyres and batteries
- Corrosion protection and painting as per specifications
The scope includes detailed vehicle-wise inspection, engineering assessment, repair, refurbishment, replacement, fabrication, installation, integration, testing, commissioning, road testing, and operational restoration. The contractor must comply with applicable EN standards, ISO 9001, ISO 14001, and ISO 45001 management systems. Eligibility criteria include valid NTN, Sales Tax, SRB certificates, PEC registration in mechanical codes, audited financial statements, and component certifications for fire pump, water monitor, foam mixer, and fire hose reel. The contract period is six months with a bid validity of 90 days. Bids must be submitted through the EPADS SPPRA portal and physically with original bid security and document fee pay order before the deadline. The bid security is 3% of the estimated cost. Technical bids will be evaluated first, and only technically qualified bidders will have their financial bids opened. The contract will be awarded to the lowest evaluated responsive bidder. The bidder must submit a comparative chart and compliance statement with the bid. The project is located in Karachi, Sindh province. The submission deadline is 23rd September 2026 at 3:00 PM with bid opening at 3:30 PM on the same day. A pre-bid meeting is scheduled for 17th September 2026 at 3:00 PM at the Director (Contract Management Wing) office, KMC.
