Tender Description
The **National Institute of Health (NIH)** Islamabad, under the Ministry of National Health Services Regulation & Coordination, is procuring turnkey services for the establishment, integration, and operations of a digital telemedicine ecosystem as a pilot phase. This project is part of the Integrated Disease Surveillance and Response System (IDRSRS) and aims to develop a comprehensive telemedicine platform to enhance healthcare delivery through digital means.
The scope includes the design, development, deployment, and integration of telemedicine services, including the establishment and renovation of telemedicine centers and support digital infrastructure. The project covers supply, installation, and operationalization of telemedicine kiosks, call center systems, platform dashboards, and public health outreach campaigns. The system will support end-to-end service delivery, communication, and management of human resources for sustained telemedicine operations.
Eligible bidders must be registered with the Securities and Exchange Commission of Pakistan (SECP) or relevant regulatory authority and the Federal Board of Revenue (FBR) for National Tax Number (NTN) and Sales Tax Registration (GST). They must be on the Active Taxpayer List (ATL). Experience of at least five years in telemedicine services, digital health platforms, or integrated service delivery projects is mandatory. Financial capacity with an average annual turnover of at least **PKR 500 million** over the last three years is required. Technical capability must include deployment and operation of telemedicine or digital service delivery systems. Valid drug sale licenses and regulatory approvals are also necessary if applicable.
The tender fee is **PKR 10,000** non-refundable. A fixed earnest money/bid security of **PKR 60,000,000** is mandatory. Bids will be submitted in two stages through the e-Pak Acquisition & Disposal System (EPADS). The technical proposal must be submitted by **04 May 2026 at 11:00 AM** and will be opened the same day at 11:30 AM at NIH Islamabad. Financial proposals of technically responsive bidders will be invited later.
A practical tip for bidders is to ensure timely and complete submission of all required documents on EPADS, including the original bid security and tender fee receipts, to avoid disqualification. Early registration on EPADS and thorough compliance with eligibility criteria will improve chances of success.
