Tender Description
The Karachi Metropolitan Corporation (KMC) invites sealed bids through the E-Procurement Acquisition & Disposal System (EPADS) on the SPPRA Portal under the Single Stage Two Envelope Procedures as per Sindh Public Procurement Regulatory Authority Rules, 2010 (amended). This tender is for the turnkey supply, installation, commissioning, and comprehensive refurbishment of fire fighting vehicles including chassis overhaul, superstructure fabrication, and provision of related spares and equipment.
Items being procured:
- 17 Nos. Hino/Isuzu chassis fire fighting vehicles
- Chassis overhaul
- Superstructure fabrication
- Related spares and equipment mounted on 17 Nos. Hino/Isuzu chassis
The scope includes design, supply, installation, testing, and commissioning of mechanical, structural, and fire-fighting systems for the 17 Hino/Isuzu truck chassis. The work covers complete overhaul, superstructure fabrication, and provision of all consumables, spares, and equipment necessary for the operational revival of KMC's firefighting fleet as per bid requirements and specifications.
Eligibility criteria include possessing own test bench facility, sound professional standing, and compliance with technical evaluation criteria. Bid security and other terms are detailed in the bidding documents. Bidding documents can be downloaded from the EPADS SPPRA portal (https://sindh.eprocure.gov.pk). A non-refundable bidding document fee of PKR 5,000 must be submitted via original Pay Order in favor of Karachi Metropolitan Corporation, valid for six months. A scanned copy of the Pay Order must be uploaded on EPADS, and the original submitted to the Director (Contract Management Wing), F&A, KMC, Room No.19, 2nd Floor, Main KMC Building, M.A. Jinnah Road, Karachi before bid submission deadline.
Bid validity is 90 days from bid opening. Submission deadline is 23/09/2026 up to 03:00 p.m. with bid opening at 03:30 p.m. A pre-bid meeting, if required, will be held on 17/09/2026 at 03:00 p.m. at the Director's office. If no bids are received, the next submission and opening date is 08/10/2026 at the same time and venue.
Bid security must be valid for six months and uploaded on EPADS with original physically received by submission deadline. Hard copies of technical and financial proposals must be submitted in separate sealed envelopes at bid opening to verify authenticity. Non-compliance or tampering leads to disqualification.
Bidders must ensure bids are substantially responsive meeting all eligibility and technical criteria. Only most advantageous bids will be considered. The KMC reserves the right to accept or reject any or all bids without liability. Canvassing or misrepresentation will lead to disqualification.
