Tender Description
This tender invites qualified firms in Islamabad to supply specialized equipment for an underwater welding facility under the Directorate of Procurement (Navy). The procurement falls under Construction & Civil Works Materials and Security & Safety Equipment categories, reflecting the technical and safety-critical nature of the items required.
The scope involves supplying equipment that meets stringent technical specifications for underwater welding, a highly specialized field requiring durable, corrosion-resistant materials and advanced safety features. The facility is located within the Naval Residential Complex in Islamabad, demanding compliance with naval standards and security protocols. The engineering challenges include ensuring equipment reliability under high-pressure underwater conditions and compatibility with existing naval infrastructure.
Bidders should ensure compliance with DGDP registration requirements and be active on the FBR Active Taxpayers List (ATL) for the 2025-26 fiscal year. PEC category requirements and FBR tax compliance are mandatory, and firms must submit valid NTN, sales tax, and income tax certificates with their bids. Earnest Money in the form of a Call Deposit Receipt (CDR) is required, with amounts varying by firm registration status. Technical and commercial bids must be submitted in duplicate as per the single stage-two envelopes procedure.
The submission deadline is set for 21st April 2026 at 10:30 AM, with technical bids opening at 11:00 AM the same day. Bids must be delivered physically to the Directorate of Procurement (Navy) office located through Bahria Gate near SNIDS Centre, Naval Residential Complex, E-8, Islamabad. Late submissions will be rejected without exception.
Pro-Tip: Carefully review the tender documents for Earnest Money requirements and ensure the CDR is attached with the technical offer. Missing or improper earnest money is a common cause for immediate rejection. Also, confirm DGDP registration status and attach all mandatory certificates to avoid disqualification.
