Up-gradation & Expansion of Existing Intercom Exchange Installed at Election Commission of Pakistan, Islamabad

The National Telecommunication Corporation (National Telecom Corporation (NTC)) Islamabad invites sealed bids through the e-Pak Acquisition and Disposal System (EPADS) for the up-gradation and expansion of the existing intercom exchange installed at the Election Commission of Pakistan, Constitution Avenue, G-5/2, Islamabad. This procurement is planned for the financial year 2026-27 under contract reference P83842. Items being procured: - Alcatel-Lucent OXO Connect Large - 150W Private Branch Exchange PBX equipment (Qty: 1) - Expansion module Rack 3 - 150W with New POWER CPU EE (Qty: 1) - Analog Interfaces Board SLI16-2 (Qty: 4) - Analog Interfaces Board SLI16-2 for ports expansion (Qty: 2) - Controller Board PowerMEX-2 (Qty: 1) - Universal Telephony License for migration of Omni PCX Office to OXO Connect systems (Qty: 180) - Migration software license from Omni PCX Office to OXO Connect R6 along with CPU change (Qty: 1) - OXO Connect software assurance for 3 years (Qty: 180) - Installation & Commissioning of supplied Hardware, Software & License (Job: 1) The scope includes upgrading the existing intercom exchange from OmniPCX Office to OXO Connect, expanding analog ports, and providing software assurance for three years. Installation and commissioning of all supplied hardware, software, and licenses will be carried out at the Election Commission of Pakistan premises in Islamabad. The delivery schedule for all items is 60 days, with installation and commissioning to be completed within 75 days. Eligible bidders must be registered with FBR, have experience supplying telecom equipment worth at least PKR 2 million to NTC, PTCL, or other telecom organizations, and must provide OEM authorization or partner certificates. Bid security of PKR 75,000 is required in the form of Pay Order, Bank Guarantee, or Demand Draft. Bids must be submitted online via EPADS v2.0, with the original bid security submitted physically to the Switching Division, 2nd Floor, NTC RHQs, F-5/1, Islamabad before the deadline. The technical evaluation will be based on qualitative criteria including upgradation, expansion, and software assurance. The procurement will follow the Least Cost Based Selection (LCBS) method.
