Procurement of Vehicles on Rental Basis under Open Framework Contract

The Public Health Engineering Department Khyber Pakhtunkhwa, through its Project Implementation Unit (PIU) for the KP-RIISP, invites bids from eligible firms for the procurement of vehicles on a rental basis under an Open Framework Contract. This opportunity is based in Peshawar and is open to firms registered with Khyber Pakhtunkhwa Revenue Authority and active on ATL. The procurement is being conducted under National Competitive Bidding (NCB) using the e-PADS system, following the Single Stage One Envelope Procedure as per KPPRA Rules 2014. Items being procured: - Vehicles on rental basis (specific types, models, or quantities are not detailed in the notice) The technical scope covers the provision of vehicles as required by the PIU Public Health Engineering Department for project-related activities. All vehicles must be provided on a rental basis, and the contract will be managed through the e-PADS portal. Bidders are required to submit a Bid Security (Earnest Money) of PKR 100,000 in the form of a Call Deposit Receipt (CDR) or Bank Guarantee, strictly in favor of the Project Director, KP-RIISP, PIU PHE Department. The original physical instrument must be delivered to the PIU office before the bid submission deadline, while the scanned copy must be uploaded on e-PADS. Bids must be submitted electronically via e-PADS by 2nd September 2026 at 12:00 PM. Bids will be opened the same day at 02:00 PM in the presence of bidders' representatives who wish to attend. All bids must be computer-typed, inclusive of all applicable taxes and operational costs, and signed and stamped by the authorized signatory. Only firms fulfilling all legal, taxation, and regulatory requirements, including e-PADS registration, will be considered. The department reserves the right to reject any or all bids as per Rule 47 of KPPRA Rules 2014.
