Tender Description
The Lahore Electricity Supply Company (LESCO) through its Material Management department invites sealed bids for the procurement of Warning Cones 24-Inch and Warning Tape under Tender No. 4441. This procurement is planned for the financial year 2026-27 and aims to supply these essential traffic safety items to various regional stores including Shalamar, Walgon Sohail, and Pattoki in Lahore.
Items being procured:
- Warning Cones (24-Inch), total quantity 16,000 pieces (split as 1426 Nos and 713 Nos for initial and next 60 days delivery schedules respectively)
- Warning Tape, total quantity 71,300 meters (split as 35,650 meters for each 60 days delivery schedule)
The materials must strictly conform to the standard specifications of NGC/PPMC. Bidders who do not possess valid prototype approval must obtain it from the Stands & Specifications Department of PPMC, Lahore before mass production. Prototype samples must be submitted within 30 days of contract signing. Failure to obtain prototype approval or delays will result in penalties or contract cancellation. Inspection and testing will be conducted at the manufacturer's premises by authorized representatives.
Eligibility criteria include valid FBR registration, active taxpayer status, prequalification with LESCO/DISCO/WAPDA, and submission of bid security in the form of CDR, Pay Order, or Bank Guarantee. Bids must be submitted electronically via EPADS v2.0 by 10:30 AM on September 28, 2026, with bid opening at 11:00 AM the same day. Manual bids will not be accepted.
The procurement will follow the Least Cost Based Selection (LCBS) method. Bidders are advised to carefully review all bidding documents, ensure compliance with technical specifications, and submit all required documents including bid security, integrity pact, and no blacklisting declaration. Early supply is acceptable, and delivery must be completed within the stipulated schedule.
