Year Round Operation and Maintenance of HVAC Plant and Air Conditioning System with Allied Equipment at Parliament House Islamabad

The Engineering (E&M Parliament House) invites sealed bids for the Year Round Operation and Maintenance of HVAC Plant and Air Conditioning System with allied equipment at Parliament House, Islamabad for the financial year 2026-27. This procurement is planned under contract reference number P115453 and will be executed in Islamabad Capital Territory. Items being procured: - Approved Operation/Routine Maintenance of A/C plant and allied equipment during office hours (09:00 AM to 05:00 PM) including operation/maintenance of AHU's, Pumps, Cooling Tower, Exhaust and Ventilation fans, and all other equipment connected with Air-conditioning system of Parliament House. - Operation of package type units installed in committee rooms and President chamber including all installed units in building. - Operation of all Split type A/C units. - Operation of all Floor Standing type AC units. - Operation of all Cassette type AC units. - Operation of Heat exchanger and all HVAC equipment. - Approved operation for additional hours after 5:00 PM and on Sundays or gazetted holidays with prior approval. - Chemical dosing of descaller and corrosion inhibitor in open circuit water system of HVAC Cooling tower including cost of chemical and labour. - Chemical dosing of CCGuard 108 (low toxic Anti-corrosion Anti Sealant Inhibitor) in Chilled Water/Close Circuit water system of 2 Nos Chillers 800 Ton Capacity once a year. The scope includes comprehensive operation and routine maintenance of HVAC plant and allied equipment ensuring efficient and continuous operation throughout the year. The contractor is expected to mobilize qualified personnel and appropriate equipment to maintain the HVAC systems in optimal condition at the Parliament House premises. Eligibility criteria require bidders to be registered with Pakistan Engineering Council (PEC) in Category C-6 with valid PEC certificates for FY 2026-27 and ME-01 code. Bidders must also be registered with FBR and comply with all legal and technical requirements. Bid security in the form of Call at Deposit or bid securing declaration is mandatory. Bids must be submitted electronically through the e-Pak Acquisition and Disposal System (EPADS) v2.0 portal by Thursday, September 24, 2026 at 11:30 AM. Manual submissions will not be accepted.
