Tender Description
The University of Sindh, Jamshoro invites bids from eligible and qualified PTA-licensed Internet Service Providers and telecom operators for the provision of 1 Gbps dedicated Internet bandwidth over fiber optic cable for the Institute of Information Technology & Service Center (ITSC) for the financial year 2026-2027. This procurement follows the Single Stage – One Envelope procedure under Sindh Public Procurement Rules, 2010 (amended).
Items being procured:
- 1 Gbps Dedicated Internet Bandwidth over Fiber Optic Cable (12 months)
- Installation, commissioning, and configuration (1 lot)
- CPE/optical termination equipment (if chargeable, 1 lot)
- Public IP/routing service (if chargeable, 12 months)
- 24x7 Network Operations Center (NOC) and support (12 months)
- Other mandatory recurring charges (12 months)
The scope includes installation, configuration, commissioning, testing, and 24x7 monitoring and technical support with public static IP addresses and routing. The service must meet a minimum 99.5% monthly availability with SLA reporting. The bidder must provide necessary equipment unless separately quoted and ensure maintenance and fault restoration within specified timeframes.
Eligibility criteria require valid NTN, ATL, SRB/FBR registration, PTA license, relevant experience, financial capability with minimum turnover of Rs. 9 million over the last three years, and non-blacklisting affidavit. Bid security of Rs. 180,000 (2% of bid price) and tender fee of Rs. 5,000 are mandatory.
Bids must be submitted electronically via the SPPRA E-PADS Portal by 18th September 2026 at 12:00 PM. Original bid security and tender fee receipt must be submitted physically before the deadline. Late or incomplete bids will be rejected.
The contract period is one year from commissioning. Payment will be made monthly in arrears against satisfactory service with applicable tax deductions. Performance security of 5% of contract price is required before contract signing.
A practical tip for bidders: Ensure all mandatory documents including PTA license, financial statements, and technical compliance forms are complete and uploaded on the E-PADS portal to avoid disqualification. Early submission is advised to handle any portal issues.
