Tender Description
Pakistan State Oil Company Limited (PSO) Karachi is procuring a comprehensive AI-Based Emergency Exit Head Count System for its PSO House located in Clifton, Karachi. This procurement involves supply, installation, configuration, and commissioning of advanced AI-enabled CCTV cameras, network video recorder (NVR), surveillance HDD, PoE switch, CAT-6 cabling, PVC conduit, and software licenses. The system will be installed at seven emergency exit locations to enable real-time emergency evacuation monitoring and head count management.
The technical scope includes provision of 4 MP IR vari-focal bullet cameras with AI capabilities such as face detection, recognition, perimeter protection, and people counting. The NVR supports multiple decoding formats and AI features, while the system integration requires compatibility with the existing CCTV infrastructure. The vendor must provide OEM items with proper authorization and part numbers, and ensure all installation, configuration, testing, and commissioning activities are completed with full compliance to PSO's safety and quality standards. Warranty for parts and labor is required for at least one year.
Eligible bidders should have relevant experience in AI-based surveillance systems and be registered with FBR and ATL. Vendors must submit a Letter of Visit signed by PSO's admin representative confirming site inspection. The procurement process requires submission of a Technical Bid and Financial Bid, along with Earnest Money and CDR as per PSO's instructions.
The tender was published on **2026-06-19** and the last date for submission is **2026-07-06**. Bidders should submit their quotations at PSO House, Khayaban-e-Iqbal, Clifton, Karachi before the deadline. It is advisable to carefully review the technical specifications and ensure all required documents and OEM authorizations are included to avoid disqualification. Early site visits and thorough understanding of existing systems will enhance bid quality and compliance.
A practical tip for bidders is to prepare the API/SDK capabilities documentation in advance, as PSO requires real-time AI event data integration and face management features. This will demonstrate technical competence and increase chances of successful award.
