Tender Description
Pakistan State Oil Company Limited (PSO) invites quotations for an Annual Contract for Refilling and Repairing of Fire Extinguishers at its South Zone locations effective from 01.01.2027 to 31.12.2027. The contract covers multiple terminals in Karachi including Keamari KTA, KTB, KTC, ZOT, SKP, DLP, SNGI, as well as depots in Quetta and Khuzdar.
Items being procured:
- Refilling of DCP Type Fire Extinguishers (6 kg to 100 kg) at various terminals with quantities ranging from 400 to 3000 KG
- Refilling of CO2 Type Fire Extinguishers (3-50 kg) with quantities from 50 to 800 KG
- Repairing of operating valves for DCP and CO2 fire extinguishers including dismantling, rectification, and replacement
- Providing and replacement of valves for DCP and CO2 types
- Replacement of pressure gauges fitted with DCP fire extinguishers
- Replacement of damaged hose pipes with discharge nozzles and spreaders for both DCP and CO2 types
The scope includes collection, transportation, cleaning, pressure testing up to safe working pressure, refilling/recharging with class A, B, C dry chemical powder, renewal of validity tags, and warranty of at least one year on refilled cylinders. The contractor must provide 50% backup quantity at site and ensure compliance with PSO's HSE policy. Hydrostatic testing reports as per NFPA 10 standards are mandatory.
Eligibility requires adherence to quality standards, timely completion with penalties for delays, and responsibility for damages during handling. Payment will be made on actual work done basis. The contract may be renewed for two additional years based on performance and can be extended up to three months without contractor consent.
Bidders should submit their quotations by 25th August 2026. The contract involves detailed batch-wise service completion reports, inspection rights for PSO, and strict compliance with specifications. Transportation and logistics for fire extinguisher handling are the contractor's responsibility.
A practical tip for bidders: Ensure your facility is equipped for hydrostatic testing and timely turnaround within 3-4 working days to avoid penalties. Maintaining a reliable backup stock at site is crucial for contract compliance and smooth operations.
