Tender Description
Pakistan State Oil Company Limited (PSO) invites qualified contractors to submit bids for the Annual Maintenance Contract of 200 to 250 KVA Diesel Generator Sets located in Lahore City, Zahirpir, and Bhera areas of the Central Region. This contract covers preventive maintenance services to ensure reliable operation and minimize downtime of DG sets at multiple PSO locations.
The scope includes monthly site visits by qualified technicians equipped with all necessary tools, consumables, and coolant. Key tasks involve thorough cleaning, inspection of electrical and mechanical components, defect reporting, wear and tear evaluation, and testing of generator output parameters such as amperage, voltage, and frequency. The contractor must also manage filter inventory and maintain detailed documentation including log books and preventive maintenance checklists. Stack emission monitoring reports for SO2, CO2, CO, NOx, noise, and smoke must be provided in compliance with PEQS standards, requiring valid ISO/IEC 17025 certification and EPA registration.
Eligibility requires contractors to have experienced technicians with proper tools and troubleshooting skills, and to designate a focal person for swift response to PSO service requests. The contract demands a maximum 3-hour response time for emergency calls and adherence to PSO safety and compliance standards. Vendors must be registered with FBR and possess relevant PEC categories for mechanical and electrical works.
Bids must be submitted by 04 June 2026 to the PSO House in Karachi. Earnest Money and CDR requirements apply as per PSO instructions. Vendors should prepare both technical and financial bids carefully, ensuring all documentation is complete and signed. A practical tip for bidders is to maintain a serialized complaint register and ensure timely closure of complaints via PSO's Ta'aluq Care line to avoid penalties.
