Tender Description
This tender notice invites bids for the Annual Supply of Surgical & Disposable Items (Sutures) for the fiscal year 2026-2027 at the National Institute of Cardiovascular Diseases, Karachi. The procurement is conducted under the Single Stage – Two Envelope Procedure as per Sindh Public Procurement Rules, 2010 (Amended 2019). Bidders must submit electronic bids via the EPADS SPPRA portal; no physical bids will be accepted.
Items being procured include a comprehensive list of surgical sutures and related disposable items such as Surgical absorbable Hemostat Oxidized cellulose mesh, Absorbable Polyglycolic Acid sutures in various sizes and needle types, Coated Braided Polyester sutures, Monofilament Polypropylene sutures, Nylon Tape, Pacing Wire, Silk sutures, Steel Wire sutures, Bipolar electrosurgical disposable items, and others, with quantities ranging from hundreds to tens of thousands per item.
The technical scope requires all items to be new, CE Marked / FDA & DRAP Approved where applicable, and compliant with detailed technical specifications. Samples must be submitted three days prior to technical bid opening. Delivery is required within 30 days for local items and 90 days for imported items, delivered duty paid (DDP) or C&F Karachi basis as applicable. The supplier is responsible for all risks and costs until delivery at NICVD premises.
Eligibility criteria include registration with FBR and Sales Tax Department, valid NTN and STRN, active taxpayer status, minimum average annual turnover of Rs. 100 million over the last three years, and submission of bid security at 2% of bid price. Bidders must not be blacklisted and must provide all mandatory documents including agency certificates, catalogues, and regulatory approvals. The tender evaluation will be based on technical and financial bids with a minimum technical score of 70% required for financial bid opening.
The tender submission deadline is **07-09-2026 10:30 A.M.**, with bid opening on the same day at 11:00 A.M. Bids must be submitted electronically to the procurement department of NICVD, Karachi.
