Tender Description
The National Highway Authority (NHA) is seeking to appoint a qualified and experienced Engineer to oversee its highway, motorway, tunnel, and bridge projects. This appointment is critical for contract management, dispute resolution, and ensuring smooth implementation of construction contracts. The Engineer will be responsible for contract formulation, interpretation, and administration, with a focus on FIDIC contract implementation and alternate dispute resolution mechanisms including arbitration and mediation.
Candidates must hold a Civil Engineering degree, preferably with a postgraduate qualification in Transportation, Road Engineering, or Project Management. Experience requirements are stringent: a minimum of 20 years for BSc holders or 15 years for MSc/PhD holders, with specific experience on at least five highway or bridge contracts. The role demands a proven track record in contract management, ADR, and a good reputation supported by references and certifications. Retired NHA or Ministry of Communications officers in BPS 18 or above will be given preference.
The remuneration package includes a monthly fee of PKR 200,000 for contracts up to PKR 5 billion and PKR 400,000 for contracts above that threshold. Additional allowances cover hiring of quantity surveyors and computer operators, TA/DA, vehicle provision, and communication expenses.
Interested candidates should prepare a detailed CV highlighting qualifications, project experience, ADR exposure, and references. The submission deadline and address will be announced by the Member (Planning), NHA. Bidders are advised to ensure their CVs clearly demonstrate compliance with all criteria to avoid disqualification. Timely submission of the Technical Bid with Earnest Money and CDR as per instructions is essential for consideration.
A practical tip for bidders is to emphasize documented experience in dispute resolution and contract management, as these are heavily weighted in the selection process. Clear evidence of past performance and endorsements will strengthen the application significantly.
