Arrangements for 6th September 2026 Event at Chawinda, Pholara Chowk and Joshan Jattan District Council Sialkot

District Council Sialkot invites electronic bids from eligible contractors and firms through the Punjab e-Procurement System (https://ep.punjab.gov.pk/auth/login) for development work related to arrangements for the 6th September 2026 event at Chawinda, Pholara Chowk, and Joshan Jattan under the District Council Sialkot. Items being procured: - Arrangements regarding 6th September 2026 event at Chawinda - Arrangements at Pholara Chowk - Arrangements at Joshan Jattan The procurement is conducted in accordance with the Punjab Procurement Rules, 2014 (as amended) through the Punjab e-Procurement System. Contractors and firms must be duly enlisted or renewed with the Pakistan Engineering Council (PEC) for the Financial Year 2026-27 where applicable and must fulfill all eligibility requirements prescribed in the bidding documents. Bidding documents including terms, specifications, and eligibility criteria are available on the Punjab e-Procurement System from the date of publication. Bids must be submitted electronically on or before 24-08-2026 at 11:00 AM and will be opened the same day at 1:30 PM in the office of District Council Sialkot in the presence of bidders or their authorized representatives. Bid security of 5% of the estimated cost must be submitted only through a Digital Bank Guarantee (e-) via SWIFT MT760 using the PSID generated from the Punjab e-Procurement System. Physical bid securities will not be accepted. The successful bidder shall furnish a performance security of 5% of the contract price through SWIFT MT760 in accordance with Punjab Procurement Rules, 2014 (as amended). The contract will be awarded to the lowest evaluated responsive bidder. Only electronic bids submitted through the Punjab e-Procurement System will be accepted. Manual, emailed, posted, couriered, hand-delivered, incomplete, corrupt, unreadable, virus-infected, or improperly filled bids will be rejected. Bids remain valid for 60 days from the date of opening. The District Council reserves the right to reject any or all bids before acceptance and may increase or decrease the scope or quantity of work subject to budget availability and applicable rules. The Procuring Agency reserves the right to verify credentials, registrations, experience, and documents submitted by bidders at any stage of the procurement process. All prevailing Government of Punjab laws, notifications, circulars, and Punjab Procurement Rules, 2014 (as amended), including procedures governing the Punjab e-Procurement System and Digital Bank Guarantee, shall apply. Bidders are advised to carefully review the bidding documents and ensure timely submission through the Punjab e-Procurement System to avoid disqualification.
