AUCTION: Advertisement Rights for Digital/Static Media on Various Bus Stands of Lahore

NOTE: This is an AUCTION/LEASE notice, not a procurement tender. Bidders pay the department to acquire ownership, lease, rental, or collection rights. The Horticulture Agency Lahore (HAL) invites Expressions of Interest (EOI) from eligible, reputable, and financially sound advertising companies, firms, and National/Multinational Companies for auctioning advertisement rights on 425 bus stands across Lahore. The auction covers installation of advanced technology digital moppy of size 8x4 (each) and static boards/wrapping on bus stands. Proposals must cover all bus stands on the specified roads. The reserve price for each road will be decided based on display media proposals. The lessee will bear operation and maintenance costs of the bus stands. The contract duration is three years. Items being auctioned: - Advertisement rights on 425 bus stands in Lahore - Digital moppy size 8x4 - Static boards and wrapping on bus stands Eligibility criteria include mandatory registration with HAL, legal entity status with FBR/SECP/Registrar of Firms, valid NTN registration, minimum three years experience in outdoor advertising, sound financial standing, and no history of default or litigation with government/public sector entities. Required documents for EOI submission include HAL registration certificate, company profile, certificate of incorporation, NTN certificate, bank statement of last year, affidavit of no default/blacklisting, and proof of outdoor advertising experience. EOIs must be submitted in a sealed envelope clearly marked 'EOI for Advertisement Rights - Pedestrian Bridges & Metro Bus Pillars, Lahore' addressed to the undersigned by 14 October 2026. The authority reserves the right to accept or reject any or all EOIs without assigning reason. No claim for cost incurred in preparation or submission will be entertained. If installation at any location cannot be carried out due to interference or objection by any government department or authority, no alternate location will be provided and the auction for that location will be cancelled.
