AUCTION: Installation and Operation of Branding Gantries on Class-C Land Rawalpindi Cantt for Five Years

NOTE: This is an AUCTION/LEASE notice, not a procurement tender. Bidders pay the department to acquire ownership, lease, rental, or collection rights. Rawalpindi Cantonment Board (RCB) invites electronic bids through the E-Pak Acquisition & Disposal System (EPADS) Version 2.0 for auction of advertisement rights for installation, operation and maintenance of Branding Gantries at approved locations within Rawalpindi Cantonment for a period of five (05) years in accordance with PPRA Rules, 2004 and other applicable Government regulations. Detailed bidding documents, reserve price, bid security requirements, eligibility criteria, auction schedule, and complete terms & conditions are available on EPADS Version 2.0 and PPRA websites. Only those bidders who are registered with the Federal Board of Revenue (FBR), appear on the Active Taxpayers List (ATL), and are registered with EPADS Version 2.0 shall be eligible to participate. Items being auctioned: - Installation of Gantry at Kashmir Road near Mall Plaza, Size 60' x 12', Qty 02 sides - Installation of Gantry at Kashmir Road near Naizi Shopping Centre, Size 60' x 12', Qty 02 sides - Installation of Gantry at Adamjee Road near Rabi Centre, Saddar Bazaar, Size 50' x 12', Qty 02 sides - Installation of Gantry at Corner of Zone III, Bank Road near Juice Corner, Saddar Bazaar, Size 50' x 12', Qty 02 sides The contract shall be awarded through auction for a period of five (05) years. Bids shall be quoted on an annual basis, and the contract fee shall increase by 10% on a compound basis for the subsequent years of the contract. The successful bidder shall deposit 25% of the annual auction amount immediately after closing and acceptance of the bid. In case of failure, the bid shall be rejected and the bid security shall be forfeited in favor of RCB. The security deposit shall be returned after successful completion of the contract and shall not be adjusted against monthly installments. The bid security of the second highest bidder shall be returned after approval of the bid by the competent authority. Bidders must be registered with EPADS Version 2.0 before participation. Bids shall be submitted electronically through EPADS only; manual, physical, or hardcopy bids shall not be accepted. The e-auction shall remain open till 29 Oct 2026 at 02:00 PM and bids shall be opened at 03:30 PM. Each bidder shall submit a Bid Security amounting to Rs. 440000/- in the shape of Pay Order / Bank Draft / Call Deposit Receipt (CDR) in favor of Cantonment Executive Officer, Rawalpindi Cantonment Board. The original bid security instrument must reach the office of RCB before the bid closing date and time. Cash payments will not be accepted. The possession of site will be handed over after contract agreement. Income tax and other government taxes will be applicable as per prevailing rules. The Cantonment Board reserves the authority to cancel the contract for violation of any condition or if the money deposited by the bidder including the security will be forfeited. No claim for compensation or damages shall be entertained from the successful bidder under any circumstances. One practical tip: Ensure your EPADS registration is complete well before the auction date and prepare your bid security instrument in advance to avoid last-minute disqualification. Timely submission and compliance with all terms will increase your chances of success.
