AUCTION: Non-Exportable Trophy Hunting Permits of Kashmir Markhor, Himalayan Ibex and Grey Goral

NOTE: This is an AUCTION/LEASE notice, not a procurement tender. Bidders pay the department to acquire ownership, lease, rental, or collection rights. The Khyber Pakhtunkhwa Wildlife Department invites eligible national, international, and local hunters (local only for Ibex) registered under relevant laws to participate in the sealed bid auction for non-exportable trophy hunting permits. The permits cover Kashmir Markhor (Capra falconeri), Himalayan Ibex (Capra sibirica), and Grey Goral (Naemorhedus goral). This auction is conducted under the Single Stage One Envelope procedure as per Khyber Pakhtunkhwa Public Procurement Regulation Rules, 2014. Items being auctioned: - Kashmir Markhor permits: 4 trophies in Chitral, 2 in Kohistan, 4 in Chitral Gol National Park (Total 10) - Himalayan Ibex permits: 7 in Chitral, 5 in Chitral Gol National Park, 1 in Mansehra, 1 in Kohistan (Total 14) - Grey Goral permits: 1 in Buner, 1 in Haripur, 1 in Battagram, 1 in Kohistan (Total 4) Bidders must submit a 2% CDR based on the offered bid rate. Bid submission and opening will be on 20/10/2026 at 01:30 PM and 02:00 PM respectively via the EPADS online system (kp.eprocure.gov.pk). Physical, postal, courier, email, or fax submissions are not accepted. Bid security must be submitted in original physical form as CDR in the name of Chief Conservator Wildlife KP. A pre-bid meeting (physical and online) will be held on 08/10/2026 at 10:30 AM at the office of CCWL KP. Bidders are advised to register on EPADS to obtain user credentials and ensure timely submission. All taxes, duties, and charges related to the auction are the responsibility of the bidders. This auction offers a unique opportunity for experienced hunters to legally acquire permits for these prized species in Khyber Pakhtunkhwa. Ensure compliance with all registration and bid security requirements to avoid disqualification. Timely online submission is critical as late bids will not be accepted.
