Tender Description
Pakistan State Oil Company Limited (PSO) invites qualified vendors to submit quotations for Bi-Annual Inspection Services of the Fall Arrest Systems installed at the PSO Tarujabba Depot in Karachi. This procurement aims to ensure the safety and compliance of 40 Fall Arrest Systems, including 24 units on the Filling Gantry and 16 units on the Decantation Gantry, through thorough inspection and functional assessment conducted twice a year.
Items being procured:
- Visual Inspection of each Fall Arrest System including anchor points, lifelines, connectors, harnesses, and retractable blocks
- Verification of Installation Integrity
- Operational Function Testing of retractable and locking mechanisms
- Confirmation of Safe Working Load and performance rating as per ANSI/ASSP Z359.14-2021, BS, EN 795, OSHA 1910/1926 standards
- Proof Load / Functional Load Test
- Final Inspection and Validation
- Tagging and Identification of inspected units
- Documentation of Non-Conformities and recommendations
- Witnessing and Certification by qualified Inspection Engineer
- Submission of detailed Inspection Reports, Non-Conformance Summaries, and Inspection Certificates
- Transportation/Mobilization charges for 25 units
The scope requires the inspection agency to provide all necessary tools, labor, load testing equipment, and safe portable scaffolding with strict adherence to PSO's HSE Policy. Qualified Inspection Engineers with relevant certifications must be mobilized, and their credentials submitted prior to mobilization. The work completion period is 30 days from signing the Service Order, including delivery of all reports and certificates in soft and hard copies. Penalties apply for delays beyond the stipulated period.
Eligibility criteria include compliance with applicable safety standards, relevant experience, and adherence to PSO's quality and safety requirements. Vendors must submit invoices post completion of services as per actual work done.
