Branding Rights at Selected Pakistan Railways Stations in Lahore, Karachi, and Rawalpindi

Railways Estate Development And Marketing Company (Pvt) Ltd (REDAMCO), under the Ministry of Railways, Government of Pakistan, invites sealed bids from financially sound, technically capable and experienced advertising agencies, media companies, outdoor advertising companies, brand-management companies, consortiums, joint ventures, and other eligible entities for the award of exclusive commercial branding and advertising rights at selected Pakistan Railways stations located in Lahore, Karachi, and Rawalpindi. The successful bidder(s) will finance, design, develop, fabricate, install, operate, market, maintain, and manage approved advertising and branding assets at their own cost and risk, subject to written approvals, railway operational requirements, and applicable laws and rules. Items being offered for branding rights include a wide range of advertising assets across multiple stations and platforms. These include indoor and outdoor advertising panels, digital screens and LED displays, static display boards, light boxes, wall, pillar and column branding, platform, concourse, entry/exit and waiting-area branding, staircase, passage and foot-overbridge branding, ticketing-area and selected façade branding, directional branding with commercial sponsorship, floor graphics, hanging displays, approved promotional activation spaces, and other innovative branding formats approved in writing by REDAMCO/Pakistan Railways. The branding inventory is extensive and detailed for each station and platform, including quantities, sizes, and annual rental rates per square foot. For example, Lahore Railway Station's Package 1 includes main building front backlit facades, digital LED screens, pole mounted digital streamers, platform digital totems, LED walls, ticket hall digital walls, waiting lounge digital screens and backlit walls, escalator side panels, foot over bridge side panels, pillar wraps, wall murals, parking gantry signage, digital information kiosks, and exterior boundary backlit panels. Similar detailed inventories are provided for Karachi and Rawalpindi stations. The contract period is five years, extendable for another similar term, with an annual escalation of 10% compounded. Payments are to be made bi-annually with one month's rental amount as advance security. Bidders must submit bids through the EPADS v2.0 portal by the deadline of 25th November 2026 at 03:00 PM, with bid opening at 03:30 PM the same day. Technical bids will be evaluated first, and only those conforming to specified requirements will proceed to financial evaluation. The highest quoted annual rental amount will determine the successful bidder. Eligibility criteria include submission of bid security, affidavit for correctness of information, power of attorney if applicable, and no blacklisting or conflict of interest. Bidders must be registered with NTN and provide bank statements and evidence of relevant marketing projects. The contract requires compliance with all applicable laws, safety precautions, and performance standards. The successful lessee will have exclusive rights to brand/advertise at defined spaces within the specified station premises.
