Tender Description
This tender invites qualified contractors to undertake the construction of brick pavements at multiple villages including Ali Ghulam Khaskheli, Mir Muhammad Shar, Gulab Vijlo, Allahyar Shar, and others within UC Bareji, Taluka Pithoro, District Umerkot. The District Council Umerkot requires experienced firms to execute these civil works involving earth excavation, compaction, carriage of materials, and laying of brick pavements with sand grouting. The project demands adherence to quality standards and timely completion within 12 months, ensuring durability and proper finishing of pavements in the rural areas of Umerkot.
The scope covers detailed site works such as excavation of ordinary soil, compaction in layers, transportation of materials including bricks and aggregates, and precise laying of bricks on edge with proper camber and mud plastering. The work is spread across various villages in Umerkot, requiring logistical planning and technical expertise to manage multiple sites efficiently. Contractors must be prepared to handle the engineering challenges posed by rural terrain and ensure compliance with the technical specifications provided by the District Council.
Bidders must hold valid Pakistan Engineering Council (PEC) registration in the relevant category for the fiscal year 2025-26, be active taxpayers listed on the FBR Active Taxpayer List (ATL), and registered with the Sindh Revenue Board (SRB). The tender requires submission of earnest money equal to 5% of the estimated cost and a non-refundable tender fee of Rs. 3,000. Firms should demonstrate financial capacity, technical staff availability, and prior experience with similar works completed in the last two years. Compliance with all statutory obligations and submission of an affidavit on e-stamp paper regarding litigation and blacklisting status is mandatory.
The submission deadline is set for 16-04-2026 at 11:00 AM, with bid opening scheduled the same day at 12:00 Noon at the office of District Council Umerkot, located at Soriah Badshah Complex near Teen Talwar Chowk. Bids must be submitted electronically via the E-Pak Acquisition & Disposal System (E-PADS) only. Original tender fee and bid security instruments must be delivered in sealed envelopes to the District Council office before bid opening. Interested bidders should ensure all documents are complete and bids are free from conditional clauses to avoid disqualification.
Pro-Tip: Carefully verify the bid security and tender fee submission requirements, including the need for original instruments in sealed envelopes, as failure to comply is a common cause for bid rejection. Also, ensure PEC registration and tax documents are up to date for the fiscal year 2025-26 to meet eligibility criteria.
