Tender Description

The Balochistan Forest & Wildlife Department, in collaboration with the Public-Private Partnership Authority (BPPPPA), is procuring a comprehensive Carbon Offset Project focused on afforestation, reforestation, and revegetation (ARR) across coastal districts of Gwadar, Hub, and Lasbela in Balochistan. This project spans a concession period of 46 years, including 1 year of development and 45 years of operation and maintenance. The scope covers approximately 34,351 hectares of degraded mangrove ecosystems, aiming to restore and enhance these vital coastal environments. The procurement follows the Balochistan Public Private Partnership Act, 2025, under a strict statutory framework using a Single-Stage-Two-Envelope procedure. Interested bidders must demonstrate substantial net worth, financial liquidity, and prior verified experience in ARR implementation. The project demands a high level of technical and financial capability, with a bid security of PKR 200 Million required in the form of an irrevocable bank guarantee from a scheduled bank with a minimum AA- credit rating. Bids must be submitted by 11:00 AM PST on August 11, 2026, with technical bids opening at 11:30 AM the same day at the office of the Project Director, UGPP (Wildlife) Component, Quetta, Balochistan.
