Pre-Qualification of Carriage Contractors for Transportation of Industrial Rock Salt Under Open Framework Agreement

Pakistan Mineral Development Corporation (PMDC) is inviting pre-qualification proposals from eligible, reputable, and experienced carriage contractors for the transportation of industrial rock salt under an open framework agreement. The scope of work is nationwide, with the primary office located in Islamabad. PMDC operates under the Ministry of Energy (Petroleum Division), Government of Pakistan, and requires contractors who are registered with the Federal Board of Revenue and PRA, and are active taxpayers. Items being procured: - Carriage contractor services for transportation of industrial rock salt (in various forms) from PMDC Makrach Weighbridge/PMDC Makrach Mines (Direct) sites to different client locations across Pakistan. Delivery destinations may include, but are not limited to, Faisalabad, Lahore, Sheikhupura, and other cities nationwide. Shortlisted or prequalified firms will be invited to participate in subsequent carriage contractor service inquiries on a case-to-case basis. The technical scope involves the safe and timely transportation of industrial rock salt, ensuring compliance with all relevant safety and regulatory requirements. Interested firms must obtain pre-qualification documents from the PMDC Head Office in Islamabad upon payment of a non-refundable fee of PKR 1,500. Proposals must be submitted in accordance with the instructions provided in the pre-qualification documents and should be sent via registered post to the PMDC Head Office before the deadline of August 31, 2026, at 11:00 AM. The opening of pre-qualification will take place on the same day at 11:30 AM, with participation from interested firms if desired. Eligibility criteria include registration with FBR and PRA, experience in carriage services, and compliance with PPRA rules.
