Tender Description
The Collectorate of Customs Enforcement Islamabad is procuring civil renovation works for both interior and exterior areas at Custom House located at Plot No 24, Mauve Area G-9/1 Islamabad. This project involves comprehensive renovation including general civil engineering works, electrical installations, HVAC systems, and building maintenance tasks. The scope covers detailed site visits, technical assessments, and execution of renovation works to enhance the facility's infrastructure and security environment.
Eligible bidders must hold a valid Pakistan Engineering Council (PEC) license in Category C6 or above with relevant specialization codes such as CE10, CE11, EE04, EE11, and ME01. Firms should have completed at least two similar renovation projects costing Rs. 25 million or more in the last five years, preferably in the public sector. Additionally, bidders must have a minimum average turnover of Rs. 40 million over the last three years and be registered with the Federal Board of Revenue (FBR) as active taxpayers. Submission of an affidavit confirming no prior blacklisting and registration with E-pads is mandatory. Bidders must also have an office in Islamabad or Rawalpindi and complete a site visit to understand project requirements.
The tender follows the Single Stage Two Envelope Procedure as per PPRA rules. Bids must be submitted electronically on E-pads by 22 May 2026 at 11:00 AM, with bid opening scheduled the same day at 11:30 AM. A pre-bid meeting is set for 18 May 2026 at 11:00 AM at the Custom House office. Earnest money in the form of a bid security amounting to Rs. 1,000,000 is required. Partial or late bids will be rejected.
