Tender Description
National Grid Company of Pakistan Limited (NGCPL) invites bids for comprehensive civil works, erection, testing and commissioning of extension works at three grid stations: Faisalabad West, Rahim Yar Khan, and Bahawalpur. The procurement is managed by the Substation Engineering Department, with the project execution based primarily in Faisalabad, Punjab. The tender covers three lots: Lot-I involves addition of one 500/220 kV, 750 MVA Auto Transformer Bank and two 220 kV Line Bays at Faisalabad West; Lot-II includes one 220/132 kV, 250 MVA Auto Transformer and four 220 kV Line Bays at Rahim Yar Khan; Lot-III covers two 220 kV Line Bays at Bahawalpur.
Items being procured:
- Lot-I: Earth work including clearing, grubbing, filling, levelling, compaction; 500 kV equipment foundations including transformer and gantry foundations; 220 kV equipment foundations; switchyard cable trenches, culverts, moving areas, surface drainage; gravel work; extra BOQ items such as excavation, concrete works, steel reinforcement, brickwork, plastering; environmental and HSE management items.
- Lot-I Installation/Erection: Assembly, erection, oil dehydration of 500/220/11 kV 750 MVA Auto Transformer; assembly and erection of 500 kV circuit breakers, bus isolators, current transformers, voltage transformers, surge arresters, post insulators; installation of busbars, overhead strain buses, shield wires; erection of gantry columns and beams.
- Lot-II and Lot-III include similar civil and erection works for 220 kV and 132 kV equipment foundations, cable trenches, switchyard paths, drainage, gravel work, and installation of transformers, circuit breakers, isolators, current and voltage transformers, surge arresters, post insulators, busbars, shield wires, gantry structures, and general substation equipment.
The technical scope includes full civil construction, equipment installation, testing and commissioning, environmental safeguards, and health and safety compliance. The contractor must be licensed by Pakistan Engineering Council (PEC) in the relevant category, registered on the Active Taxpayers List (ATL), and not blacklisted by any government or donor agency. Experience requirements include prior execution of similar high voltage substation extension works with civil, erection, testing and commissioning components. The contractor must provide key personnel with specified qualifications and experience, and own or arrange necessary construction equipment.
