Outsourcing of Services for Cleaning of Main Façade at NTC HQs for a Period of Three Years

The National Telecommunication Corporation (NTC) Islamabad invites bids for the outsourcing of services for cleaning the main façade at NTC Headquarters Building G-5/2, Islamabad for a period of three years. This contract covers comprehensive cleaning of glass panels, cladding, and external windows of the building. Items being procured: - Façade Cleaning Worker (2 personnel monthly) - Comprehensive Monthly Service including provision of all equipment, machinery, access systems such as Temporary Suspended Access Platforms, Vertical Mast Lifts, tools, cleaning materials, consumables, PPE, uniforms, supervision, transportation, mobilization, insurance, training, administrative and management overheads, statutory compliance costs, and all incidental expenses necessary for satisfactory execution of the services. The contractor is responsible for providing all equipment and materials at their own cost, ensuring safety and insurance of personnel, and maintaining uninterrupted availability of consumables and tools. Personnel must wear uniforms with identification cards and comply with security and safety regulations. The contractor must ensure timely payment of wages, statutory registrations, and maintain discipline and professional conduct of deployed staff. The contract duration is three years starting from September 1, 2026. Eligibility criteria include at least three years of relevant experience, possession of necessary tools and machinery, compliance with commercial requirements, and no blacklisting or disqualifications. Bids must be submitted electronically via EPADS v2.0 by 11:00 AM on September 9, 2026. Manual submissions are not accepted. The bid security is PKR 200,000. Technical evaluation is based on relevant experience, personnel strength, equipment capability, and financial soundness. The contract will be awarded on Least Cost Based Selection (LCBS) basis.
