Conservation, Preservation & Rehabilitation of Makli

The Directorate General of Antiquities & Archaeology, Culture, Tourism, Antiquities & Archives Department Government of Sindh invites E-bids through the E-Pak Acquisition and Disposal System (EPADS) on a Single-stage Two envelope bidding procedure for the year 2026-27 under SPPRA Rules 2010 (As Amended up to date) for conservation, preservation, and rehabilitation works at Makli, Karachi. Items being procured: - Conservation, Preservation & Rehabilitation of Makli (Completion Period: 10 Months, Tender Fee: 5,000 PKR, PEC Category: C-5 or Above, Call Deposit/Pay Order/Bank Guarantee: 1,800,000 PKR) The technical scope includes detailed conservation and rehabilitation works at the historic Makli site. Bidders must be registered with the Pakistan Engineering Council (PEC) in category C-5 or above and comply with all eligibility, qualification, technical evaluation, and financial evaluation criteria as specified in the bidding documents available on the SPPRA/EPADS portals. Interested bidders must register on EPADS and submit bids electronically on or before 13-10-2026 up to 03:00 PM. Technical proposals will be opened on 13-10-2026 at 04:30 PM at the office of the Conservation Officer, Bunglow# C-82, Block #2, Clifton, Karachi. Manual and conditional bids will not be accepted. Bid security of Rs. 5,000/- and tender fee must be submitted as per instructions. The procurement follows the Single Stage-Two Envelope Procedure, with technical proposals evaluated independently of financial proposals. Bidders should ensure all documents are signed and stamped, and joint ventures must provide notarized agreements and valid registrations. The bid security must remain valid for 90 days from the technical proposal opening date. The Procuring Agency reserves the right to reject any or all bids in accordance with SPPRA Rules.
