Construction of 132 KV AIS Grid Station DHAP

Defence Housing Authority Peshawar invites sealed bids from reputed contractors/firms registered with Pakistan Engineering Council (PEC) for the year 2026 in category C-1 or above for the construction of 132 KV AIS Grid Station DHAP in Peshawar. Items being procured: - Construction of 132 KV AIS Grid Station DHAP The bidding will be carried out adopting the Single Stage Two Envelope (SSTE) procedure as per DHAP Procurement Manual. Bidders must submit a single package consisting of two separate envelopes containing separately the financial and technical bids. The envelopes should be marked as Financial Proposal and Technical Proposal. Initially, only the technical proposals will be opened and evaluated as per criteria in bidding documents. Financial bids of only technically responsive bidders will be opened. A pre-bid meeting is scheduled for 16 September 2026 at 1130 hrs. Bidders must submit bids for the complete scope of work as specified in the bidding documents. Incomplete bids or bids covering partial scope will be rejected. Bids must be accompanied by a bid security in the shape of a revocable bank guarantee or CDR from DHAP Peshawar of the amount specified in the bidding documents. Bidding documents can be obtained from the office of the undersigned on payment of Rs. 5,000/- (Non-refundable) in shape of Demand Draft or Pay Order from any scheduled bank during office hours up to 23 September 2026. Required documents for obtaining bidding documents include: - Name of the firm with full address, telephone & fax number of head office and branch offices - Copy of articles and memorandum of association of firm/partnership deed - Registration with Pakistan Engineering Council having registration in category C-1 or above with updated renewal - Enlistment with DHAP as contractor in category C-1 or above with updated renewal (non enlisted firms may collect enlistment forms for registration) - Similar nature of projects (magnitude and complexity) in hand - Detail of litigation and arbitration cases, if any, in which the contractor/firm has been involved - Valid registration with FBR and active status - Affidavit that firm is not blacklisted/disqualified by any government, semi government, international or autonomous department Application marked Technical and Financial Proposal for construction of 132 KV Grid Station DHAP Peshawar should reach the office of the undersigned on or before 24 September 2026 at 1400 hrs. Technical proposals shall be opened on the same day at 1430 hrs. Bidders are advised to carefully prepare their technical proposals to meet all requirements and ensure timely submission to avoid disqualification.
