Construction of 132kv Transmission Line (18.4 km) Feed for Lillah Grid Station from 132 kV Pakistan Cement Factory to Noorpur Sethi under Multiyear Tariff

The Islamabad Electric Supply Company (IESCO) invites sealed bids for the construction of a 132kv transmission line spanning 18.4 km to feed the Lillah Grid Station, connecting from the 132 kV Pakistan Cement Factory to Noorpur Sethi. This project is under a multiyear tariff arrangement with an estimated cost of **PKR 68,549,040** including PST. Items being procured: - Installation of tower foundations for various tower types including ZM1, ZM30, ZM60, EA, ED, EG with quantities ranging from 4 to 144 footings - Erection of towers including suspension, medium angle, heavy angle/deadend, and 220kV tower types with associated leg extension sets - Stringing and sagging of double circuit conductors and galvanized steel wire including installation of insulators, dampers, fittings, and transportation - Environmental management and monitoring including water quality, air quality, noise, wastewater monitoring, and site restoration The scope includes excavation, concrete foundation works, tower erection, conductor stringing, testing, commissioning, and environmental mitigation measures. Bidders must be registered with PEC in category C-5 with relevant specialization codes and demonstrate at least 10 years of experience in construction of 132 kV or higher voltage transmission lines. Financial requirements include minimum average annual turnover of PKR 88.5 million and net worth of PKR 59 million. Bid security in the form of call deposit, bank guarantee, or demand draft is required. Bids must be submitted electronically via EPADS v2.0 portal by **September 15, 2026 at 11:20 AM**. Manual submissions will not be accepted. The bid opening will be conducted on the same day at 11:50 AM. The contract duration is 210 days from signing.
