Construction of 1 x 8-Marla Commercial Plaza and 2 x 4-Marla Commercial Plazas at Sector R Prism Phase-IX, DHA Lahore

Defence Housing Authority Lahore invites sealed bids for the construction of one 8-Marla commercial plaza (Plot No. 124, MCZ-2) and two 4-Marla commercial plazas (Plot Nos. 77 & 78) located at Sector R Prism Phase-IX, DHA Lahore. The project completion time is 18 months with an estimated cost of Rs 223/- Million. Items being procured: - Construction of 1 x 8-Marla Commercial Plaza (Plot No. 124, MCZ-2) - Construction of 2 x 4-Marla Commercial Plazas (Plot Nos. 77 & 78) The scope includes civil, plumbing, electrical, and elevator works. Bidders must be registered DHA Lahore firms in the Building Works category with valid PEC licenses for 2025/2026 and relevant experience in category C-3 & above with specialization codes CE-09 & CE-10. Joint ventures are allowed if both firms meet registration requirements. Bid security of 2% of quoted amount in the form of CDR, Pay Order, or Bank Guarantee from Schedule Bank Pakistan is mandatory. Bidding documents are available from 7 September 2026 to 21 September 2026 upon payment of Rs 10,000 non-refundable fee. Required documents include a written request, firm's authorization letter, valid PEC certificate, DHA registration certificate, proof of similar work execution, NTN, active tax payer proof, no litigation certificate, and bank account maintenance certificate. A pre-bid meeting will be held at the 3rd Floor Conference Room, Main Office Complex Sector-A, Phase-VI DHA Lahore. Sealed bids (one original and two copies) must be submitted by 23 September 2026 at 1100 hours and will be opened the same day at 1130 hours in the presence of bidders or their authorized representatives. DHA Lahore reserves the right to accept or reject any or all bids without assigning any reason. Award of contract will be based on scrutiny and evaluation of complete bid keeping in view the best sustainability of the project. Bidders are advised to carefully prepare their bids ensuring compliance with all requirements and timely submission to avoid disqualification.
