Tender Description
The Police Works Department, Sindh, is procuring construction services for the boundary wall of the Family Quarters Compound at the Police Training School in Larkana. This project specifically includes the construction of a main boundary wall measuring 2584 running feet and an additional family quarters wall of 1002 running feet, totaling 1255 running feet for the family quarters compound wall. The scope of work involves civil construction activities including earthworks, masonry, concrete works, and installation of related infrastructure as per the detailed Bill of Quantities and specifications provided by the department.
Eligible bidders must be registered with the Pakistan Engineering Council (PEC) in category C-4 or above with specialization code CE10, and must hold valid registrations with the Federal Board of Revenue (FBR) and Sindh Revenue Board (SRB) with active status. ISO 9001 and ISO 45001 certifications are mandatory, along with a valid Professional Tax Certificate. Experience requirements include at least one completed work of similar nature valued at 80% of the estimated cost or two works at 50% each within the last five years, plus at least one ongoing similar project. Financial soundness is demonstrated by an average annual turnover equal to or exceeding the estimated cost over the last five financial years, supported by audited financial reports from ICAP-registered firms.
The tender documents are available from the office of the Superintending Engineer, Police Works, Sindh, Karachi, and bids must be submitted electronically via the EPADS portal. The bid security is set at 5% of the estimated cost and must be submitted in the form of a Call Deposit, Pay Order, or Demand Draft from a scheduled bank in Pakistan. The deadline for bid submission is seven days from the publish date, with bids opening conducted electronically in the presence of the procurement committee.
A practical tip for bidders is to ensure that all technical and financial documents are paginated, signed, and stamped as per the instructions, and that the original instruments of tender fee and bid security are submitted to the specified office before the bid opening. This will avoid disqualification due to procedural non-compliance. Additionally, visiting the site prior to bidding is highly recommended to fully understand site conditions and project requirements.
