Tender Description
The Road CWPP&H Department Musakhail invites eligible bidders for the construction of a bituminous (BT) road covering 2 kilometers from Main Drug Town to Killi Abdul Ghafoor Khalani Jafar and the construction of a blacktop road from Koch Jamalzai to Ziarat Nika Sahib in District Musakhel. The total length of the project is 1.50 kilometers under BSDI Phase-III. Items being procured:

- Construction of Blacktop Road from Koch Jamalzai to Ziarat Nika Sahib
This project is based on composite schedule rates 2023 on percentage rates. The procurement is conducted under the Balochistan Public Procurement Rules 2014. The scope includes civil road construction works involving bituminous and blacktop road laying in a rural district setting, requiring specialized civil engineering expertise and equipment.
Eligibility criteria require bidders to be registered on the Active Tax Payer List and not blacklisted by any procuring agency of Pakistan. Firms must have completed at least three assignments of similar nature with a turnover of at least PKR 45,274,011 in the last three years, demonstrating financial capacity. Registration with Pakistan Engineering Council (PEC) in category C-5 or above (up to PKR 65 million) is mandatory. Relevant PEC specialized codes include CE04(i) for Dams/Water Retaining Structures, CE10(i) for General Civil Engineering Works, and CE01-(i) for Road and Pavements Drainage & Retaining Structure.
The bidder must submit a tender fee of PKR 1500 to the Executive Engineer (Roads) account C02716 and provide 2% bid security in the form of CDR or bank guarantee from a scheduled bank. The bidding procedure is single stage two envelope, and only electronic bids will be accepted through the Balochistan Public Procurement Regulatory Authority (BPPRA) portal.
The last date for bid submission is 17 August 2026 by 10:00 AM, with tender opening on the same day at 11:00 AM via the Electronic Procurement System (EPPS).
