Construction of District Attorney Office-I Building Lahore

The Communication & Works Department Punjab invites bids for the construction of the District Attorney Office-I Building in Lahore under a Single Stage Two Envelope bidding procedure as per Rule 38. This tender is open to contractors/firms enlisted or renewed by the Pakistan Engineering Council (PEC) for the financial year 2026-27, holding PEC Category C-4 or above with the specialized code CE-10. The contractor must provide the original PEC license/certificate showing the relevant category and specialized code for qualification. Items being procured: - Construction of District Attorney Office-I Building Lahore (ADP No.3265/2026-27) with a DNIT cost of Rs. 71.599 Million and 5% Earnest Money of Rs. 3,580,000/- The procurement will be conducted in accordance with Punjab Procurement Regulatory Authority (PPRA) rules through the e-Procurement System developed by PITB, exclusively at https://ep.punjab.gov.pk. Tender documents including the DNIT are available online and must be submitted through the e-Procurement System only; manual bids will not be accepted. Bid security of 5% of the bid amount must be submitted via PSID as prescribed by the e-Procurement System; no physical financial instruments including Call Deposit Receipts (CDR) will be accepted. Bids will be opened online at the office of the Commissioner, Lahore Division, Lahore by the Tender Opening Committee (TOC) in the presence of authorized representatives who must present an attested Power of Attorney. The Procuring Agency reserves the right to reject any or all bids as per PPRA rules and will communicate grounds for rejection upon request. Key dates include the last date for submission of technical and financial bids on 17.11.2026 till 11:00 AM, with technical bids opening at 11:30 AM the same day. Financial bids will be opened after evaluation of technical bids on the e-Procurement portal.
