Construction and Establishment of KP Emergency Services Academy at Shakas

The Communication and Works Department Khyber Pakhtunkhwa invites bids for the construction and establishment of the KP Emergency Services Academy located at Shakas, Peshawar. This project involves multiple construction packages including an Academic Block, Auditorium, Administration Block, Cafeteria with Shops, ATM, Kitchen Mess, Workshop Parking Shed, Fire Fighting facilities, Residence Grade 20, Burn House, Instructors and Bachelor Hostels, Female and Trainees Hostels, Dhobi Ghat, Collapsed Structure, Fire Tower, Pump Room with Tube Well, OHWT (50000 Gallon), Practicing Pool Changing, Model Rescue Station, Parade Ground, Boundary Wall, Internal Roads and Walkways, Horticulture work, Open Drain, Culvert, Sewerage Line, Water Distribution Line, Septic Tank, External Sub Gas, Fire Fighting Water Tank (50000 Gallon), Watch Tower, Entry Office, Training Lake, Training Dug Well, Sub Station Room, External Electrification, 200 Kva DG Set, External CCTV System, and Main LT Power Cables. The tender requires firms registered with the Khyber Pakhtunkhwa Revenue Authority (KPPRA) and Pakistan Engineering Council (PEC) in the relevant category with specialization in construction works. Firms must demonstrate adequate financial soundness, relevant experience, personal capabilities, and required equipment. The bidding security and earnest money requirements are clearly defined, with a 2% bid security and additional securities for bids deviating more than 10% from the engineering estimate. Technical evaluation will be conducted electronically through the E-PAD system, assessing experience, record, financial soundness, and audit reports. Interested bidders must submit their bids electronically via the KPPRA E-PADS system and also provide a hard copy of their bid security in the form of CDR to the Executive Engineer C&W Mega Projects Division-II Peshawar. The deadline for submission is 1st June 2026 by 12:00 hours, with technical bids opening the same day at 12:30 hours. Financial bids will be opened later and communicated to technically qualified bidders. A practical tip for bidders is to ensure the affidavit of 2% CDR is submitted on judicial stamp paper before the last date of submission to avoid disqualification.
