Construction of Flood Protection Works and Infrastructure Development Package for District Upper Chitral

The Chitral Irrigation Division Chitral invites bids from eligible contractors/firms for the construction of flood protection works and an infrastructure development package including main roads, bridges, flood protection works, and check dams for District Upper Chitral. The procurement follows the Single Stage - Two Envelope Procedure in accordance with KPPRA Rules and EPADS Regulations 2025. Items being procured: - Construction of Flood Protection works at Mastuj, Sarghuz, Toq, Chinar, Parkusap, Chuinj, Palimali, Melp Ghauru, Masodur Chuinj and Chapali along Yarkhun Riverside, Upper Chitral (Estimated Cost: Rs. 165.72 Million) - Construction of Flood Protection works at Mahting, Meragram and Yukum Riverside District Upper Chitral (Estimated Cost: Rs. 125.00 Million) - Construction of Flood Protection works at Yarkhun river and its tributaries District Upper Chitral (Estimated Cost: Rs. 140.00 Million) - Construction of Flood Protection works at Torkhow River and its tributaries District Upper Chitral (Estimated Cost: Rs. 110.00 Million) The works involve civil construction for flood protection and infrastructure development including roads and bridges in Upper Chitral. Bidders must have valid registration with Khyber Pakhtunkhwa Revenue Authority, active FBR registration, and a valid Pakistan Engineering Council license for the current financial year 2026-27 in the relevant PEC category and specialization code (C-4 & Above CE04(ii) or CE04(vii)). Technical and financial bids must be submitted separately in a single PDF file on the EPADS portal before the closing date and time. Hard copies are not accepted except for original CDRs and affidavits. Earnest money of 2% of the estimated cost is required. A pre-bid meeting is scheduled for 06/10/2026 at 11:00 AM at the office of the Executive Engineer, Chitral Irrigation Division. Bidders are advised to carefully upload all required documents on EPADS to avoid disqualification due to technical faults. The financial bid of technically qualified bidders will be opened after approval by the competent authority. The bids will remain valid for 120 days from the bid opening date.
