Tender Description

The Pakhtunkhwa Highways Authority (PKHA) Peshawar invites Expressions of Interest for the construction of a controlled-access, high-speed motorway connecting Peshawar to Dera Ismail Khan. This major infrastructure project spans approximately 360 kilometers and will feature 4 lanes (2+2) with tunnels, divided into eight independent sections for phased execution. The motorway will link the Peshawar-Islamabad Motorway (M-1) at Peshawar, enhancing regional connectivity and trade mobility across southern districts of Khyber Pakhtunkhwa. The project will be implemented under a Public Private Partnership (PPP) on a Build-Operate-Transfer (BOT) basis. The selected concessionaire will be responsible for financing, designing, constructing, insuring, operating, managing, improving, and maintaining the motorway, before transferring it back to PKHA at the end of the concession period. PKHA will provide land free of encumbrances and may extend additional support as detailed in the Request for Proposal (RFP). Interested firms, joint ventures, and consortia with proven experience in highway and motorway projects are eligible to apply. Applicants must demonstrate capability in financing, construction, operation, and maintenance of large-scale road infrastructure. Pre-qualification documents will be available from May 22, 2026, against a non-refundable fee of PKR 5,000 payable to MD-PKHA. Separate submissions are required for each section if applying for multiple packages. The deadline for submission of Pre-Qualification documents is 06 July 2026 at 15:30 hours. The office of the Project Director, Provincial Expressways, Pakhtunkhwa Highways Authority, Peshawar, will receive applications. For further information, contact PKHA during office hours. A practical tip for bidders is to ensure timely submission of the Pre-Qualification documents with all required earnest money and CDRs, as late or incomplete submissions will not be entertained. Familiarity with PPP and BOT frameworks will also strengthen the proposal, given the long-term operational responsibilities involved.
