Construction and Recarpeting Works in Rawalpindi Cantt by Rawalpindi Cantonment Board

The Rawalpindi Cantonment Board invites electronic bids from reputable, experienced, and eligible firms/contractors for original works during the Financial Year 2026–2027 in Rawalpindi Cantt. The works will follow the MES Schedule of Rates, 2025, and prevailing market rates for non-schedule items. Firms must be registered with the Pakistan Engineering Council in the relevant category and specialized codes, and also with the Federal Board of Revenue appearing on the Active Taxpayers List. Items being procured: - Construction of PCC Street No 19 Awan Town Qasimabad - Recarpeting Road of Over Head Water Tank APS Chowk Westridge - Provision of sewerage system at Range Road (Misrial Road side) - Recarpeting of Road (JMF) Hathi Chowk and adjoining streets - Recarpeting of streets at Westridge -1 - Recarpeting of streets at Westridge -2 These works involve construction and recarpeting of streets and roads in various locations within Rawalpindi Cantt, including sewerage system provision. The scope includes original works executed under strict quality assurance with tests conducted by reputed laboratories. The entire cost of such testing will be borne by the successful bidder. Eligibility criteria include registration with PEC, FBR/ATL, and no blacklisting by any government or semi-government organization. Earnest money of 2% of the estimated cost must be submitted as Call Deposit Receipt (CDR) in favor of the Cantonment Executive Officer, Rawalpindi Cantonment Board. The procurement will be conducted through Open Competitive Bidding under Single Stage–Two Envelope Procedure via the E-PADS V2.0 portal. Bids must be submitted electronically through E-PADS V2.0 on or before 22 October 2026 at 1:00 PM. Technical proposals will be opened first, followed by financial proposals of only technically responsive bidders. Manual submission is not allowed. Vendors not registered on E-PADS V2.0 may register at https://vendors.epads.gov.pk/. The bids will be opened on the same day at 1:30 PM.
