Tender Description
District Council Jhelum invites sealed bids through Punjab E-procurement portal from contractors registered on Punjab E-PADS for the year 2026-27. The bidding follows the Single Stage Single Envelope procedure under Punjab Procurement Rules 2014. Bids must be accompanied by a bid security submitted through Punjab E-PADS.
Items being procured:
- Construction / Rehabilitation of Sports Gorund Village Chakoka Tehsil Dina District Jhelum (Estimated Cost Rs. 70.00 Million)
- Construction of Link Road Rohtas to Gurdwara Tehsil Dina District Jhelum (Estimated Cost Rs. 21.415 Million)
The bidding documents with detailed terms and conditions can be downloaded free of cost from the Punjab E-procurement website. Bids must be submitted online before 10:00 AM PST on 09-11-2026, with opening at 02:30 PM PST the same day at the office of District Council Jhelum. Bid security in the form of CDRs will be refunded after evaluation. The lowest bidder must deposit additional performance security from 5% to 10% through Punjab E-procurement within 15 days of issuance of notice.
The quoted rates must be item wise, clear, and readable. Incomplete or ambiguous bids will be rejected. The competent authority reserves the right to reject any or all bids prior to approval under PPRA Rules 2014. The successful contractor must execute an agreement on stamp paper within seven days of work order issuance.
Eligibility requires registration on Punjab E-PADS and compliance with Punjab Local Government (Works) Rules 2017. Earnest money and bid security must be submitted as per instructions.
Bidders are advised to carefully review the bidding documents and ensure timely submission through the official portal. Late or forged documents will lead to disqualification. Attend the bid opening session in person or through authorized representatives.
