Construction & Repair of Paving Block / CC Block at Various Places in UC 145 TMC Qasimabad, HMC Hyderabad (Phase 6)

Hyderabad Municipal Corporation invites Electronic Bids (E-Bids) from eligible and qualified contractors/firms registered with relevant authorities for the execution of development schemes in Hyderabad city, specifically for the construction and repair of paving blocks and cement concrete (CC) blocks at various locations in UC 145 TMC Qasimabad, Hyderabad Municipal Corporation (Phase 6). The procurement is conducted under the Sindh Public Procurement Regulatory Authority Rules, 2010 (Amended). Items being procured: - Construction & Repair of Paving Block / CC Block at Various Places in UC 145 TMC Qasimabad, HMC Hyderabad (Phase 6) The scope includes dismantling existing cement concrete, earthwork for road embankment, carriage of materials, providing and fixing cement paving blocks with natural colors and specified strength, erection and removal of centering for RCC or plain cement concrete works, and cement concrete plain works including placing, compacting, finishing, and curing. The work is to be completed within 24 months. Eligibility criteria require valid registration with Pakistan Engineering Council (PEC) in the relevant category for the year 2026-27, active taxpayer status on FBR Active Taxpayer List (ATL), mandatory registration with Sindh Revenue Board (SRB), valid NTN and Sales Tax registration certificates, minimum two similar completed works in the last two years, minimum two ongoing projects of similar nature, submission of bank statements for the last three years, affidavit on e-stamp paper confirming no blacklisting or litigation, availability of required technical staff and equipment, and submission of work methodology and execution plan. Tender documents can be downloaded from the E-Pak Acquisition & Disposal System (E-PADS) e-procurement portal. A non-refundable tender fee of Rs. 3,000/- is required in the form of Pay Order or Call Deposit in favor of Deposit Fund HMC. Bid security of 2% of the estimated cost must be submitted in the form of Call Deposit, Pay Order, Bank Draft, or Bank Guarantee from any scheduled bank in Pakistan in favor of Hyderabad Municipal Corporation. Scanned copies must be uploaded via E-PADS and original hard copies submitted before bid opening. Bids must be submitted electronically through E-PADS only; manual bids will not be accepted. Bids will be opened in the presence of the Procurement Committee and bidders' representatives. The bid validity period is minimum 90 days from the date of opening. Performance security of 10% of the contract price is required from the successful bidder. The contract includes a defect liability period of 24 months after completion. The submission deadline is 26-10-2026 up to 11:00 AM, with bid opening on the same day at 12:00 Noon at the office of Hyderabad Municipal Corporation.
