Construction and Repair of Paving Block / CC Block at Various Places in UC 145 TMC Qasimabad, Hyderabad Municipal Corporation (Phase 1)

Hyderabad Municipal Corporation invites Electronic Bids (E-Bids) from eligible and qualified contractors/firms for the construction and repair of paving block / CC block at various places in UC 145 TMC Qasimabad, Hyderabad. This tender is part of the development schemes under the Hyderabad Municipal Corporation for the financial year 2026-27. The procurement is conducted through a Single Stage – One Envelope Procedure in accordance with Sindh Public Procurement Regulatory Authority Rules, 2010 (Amended). Items being procured: - Construction and repair of paving block / CC block at various places in UC 145 TMC Qasimabad (Phase 1) The technical scope includes dismantling cement concrete, earthwork for road embankment, carriage of materials, providing and fixing cement paving blocks with natural colors, erection and removal of centering for RCC or plain cement concrete works, and cement concrete plain including placing, compacting, finishing, and curing. The work is to be completed within 24 months. Eligibility criteria require valid registration with Pakistan Engineering Council (PEC) in the relevant category for the year 2026-27, active taxpayer status on FBR Active Taxpayer List (ATL), mandatory registration with Sindh Revenue Board (SRB), valid NTN and Sales Tax registration certificates, minimum two similar completed works in the last two years, minimum two ongoing projects of similar nature, submission of bank statements for the last three years, affidavit on E-stamp paper stating no blacklisting or litigation, availability of required technical staff and equipment, and submission of work methodology and execution plan. Tender documents can be downloaded from the E-Pak Acquisition & Disposal System (E-PADS) / e-procurement portal. A non-refundable tender fee of Rs. 3,000/- must be submitted in favor of Deposit Fund HMC. Bid security equivalent to 2% of the estimated cost must be submitted in the form of Call Deposit / Pay Order / Bank Draft / Bank Guarantee in favor of Hyderabad Municipal Corporation. Bids must be submitted electronically through E-PADS only. Manual bids will not be accepted. Scanned copies of tender fee and bid security must be uploaded with the electronic bid, and original instruments must be submitted in sealed envelopes to the office of the Executive Engineer before bid opening time. The bid submission deadline is 26-10-2026 up to 11:00 AM, with bid opening on the same day at 12:00 Noon at the office of Hyderabad Municipal Corporation. The procuring agency reserves the right to reject any or all bids under Rule 33 of SPPRA Rules. Performance security of 10% of contract price is required from the successful bidder. The defect liability period is a minimum of 24 months after completion.
