Tender Description
The Project Director Chedagi to Panjgur Road Project Panjgur invites bids for the construction of a road from Chedagi Iran Border to Panjgur covering KM 00+000 to 77+500 and a bypass from KM 77+500 to 99+686 at Panjgur, Balochistan. This significant infrastructure project is valued at over **PKR 10.2 Billion** and aims to enhance connectivity and transport efficiency in the region.
The technical scope includes comprehensive road construction works involving earthworks, pavement, drainage, retaining structures, and bridge structures. The project requires specialized expertise in road and pavement drainage, bridge construction, and general civil engineering works. Bidders must be registered with the Pakistan Engineering Council (PEC) in Category CE-01 (Road and Pavements Drainage & Retaining Structure), CE-02 (Bridge Structures), or CE-10 (General Civil Engineering Works) with no limit on contract value.
Eligibility criteria are stringent. Bidders must be active taxpayers on the FBR Active Taxpayer List and not blacklisted by any procuring agency. They must have completed at least one similar assignment with a turnover of not less than **PKR 8 Billion** in the last three years, demonstrating financial capacity and technical competence. Joint ventures are allowed with a maximum of two firms, and the average annual construction turnover must be at least 80% of the estimated cost over the last three years. Firms must also submit a valid performance certificate if previously working with the government.
The tender requires submission of a 2% earnest money deposit within the technical bid, along with a bid security in the form of a bank guarantee or deposit. The original documents must reach the office within 48 hours of technical bid opening. The tender documents can be obtained electronically from the Balochistan Public Procurement Regulatory Authority website.
The last date for electronic bid submission is **12th May 2026 at 11:00 AM**, with tender opening at **12:00 PM** the same day at the Project Director’s office in Panjgur.
