Construction of Road from Jowkhela to Jowar District Buner

The Pakhtunkhwa Highways Authority (PKHA), Peshawar, invites bids from all eligible firms and contractors for the construction of a road from Jowkhela to Jowar in District Buner. This procurement is conducted under the Single Stage Two Envelopes procedure as per KPPRA Procurement Rules 2014. The bidding is open to firms registered with the Khyber Pakhtunkhwa Revenue Authority (KPRA) and Pakistan Engineering Council (PEC) for the year 2026-27, possessing adequate financial soundness, relevant experience, personnel capabilities, and required equipment. Items being procured: - Construction of road from Jowkhela to Jowar, District Buner The estimated cost of the project is Rs. 493.758 million. Tender entry fee is 0.03% of the estimated cost and is non-refundable. Bidders must submit their bids online through the EPAD System. However, the bid security amounting to 2% of the estimated cost must be submitted in a sealed envelope clearly marked as 'Bid Security'. Both tender entry fee and affidavit must be delivered to the Deputy Director (Procurement), PKHA Head Office, Attached Departments Complex, Gate No. 5, Khyber Road, Peshawar, on or before the closing date and time. Joint Ventures (JV) are acceptable if the JV comprises bidders holding at least the required PEC category or higher. A duly signed JV agreement must be submitted along with the technical proposal. The technical bids will be evaluated according to the share percentage specified in the JV agreement. The time allowed for completion will be intimated in the commencement letter. Bids will be opened at 1230 hours on the closing date, with financial bids opened after approval of the technical evaluation by the competent authority. Earnest money in the form of call deposits or bank guarantees issued by scheduled banks in favor of the Managing Director, PKHA, is required.
