Construction of Tower Foundations, Erection & Stringing at 132KV T/Line from 220KV J/Wala - S/Colony (GSO E/W)

The Office of PD GSC FESCO (Faisalabad Electric Supply Company (FESCO)) invites sealed bids for the construction of tower foundations, erection, and stringing to attend breakdowns at specific tower locations on the 132KV transmission line from 220KV J/Wala to S/Colony (GSO E/W) in Faisalabad. This procurement is planned for the financial year 2026-27 and will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 platform. Items being procured: - Construction of foundation plain/reinforced concrete including dewatering, shuttering, reinforcement, grounding, curing, backfilling, and protection for various tower foundation types (ZM-1, ZM-1+3M, ZM-30+3M) - Mobilization of crew and machinery to attend breakdown at existing 132KV D/C T/Line (6 locations) - Transportation and erection of ZM-1, ZM-1+3M, and ZM-30+3M type towers with welding, painting as per WAPDA standards - Stringing of Lynx Conductor (6 wires) including pave out, sagging, clipping, installation of S.B Dampers and shield wire at specified towers - Dismantling and repairing of ACSR Lynx Conductor - Dismantling and cutting with gas cutter of 132KV PK type towers and handing over to GSO formation The technical scope includes executing foundation works in varied soil and rock conditions, erection of towers with proper welding and painting, and stringing of conductors with all associated hardware. The work is to be completed within 27 days at the 132KV Grid Station near Agriculture University, Faisalabad. Eligibility criteria require bidders to have PEC C-6 registration with codes CE-10 & EE-05, experience of at least two similar contracts with 40% completion awarded by WAPDA/NTDC in the last 10 years, active NTN and PRA registration, minimum annual turnover of PKR 0.27 million, and a 5% bid security. Bidders must submit bids online via EPADS v2.0 by the deadline. The bid submission deadline is Wednesday, September 16, 2026, at 11:30 AM, with bid opening at 1:30 PM the same day on EPADS. Manual submissions are not accepted. The contract will be awarded based on Least Cost Based Selection (LCBS). Performance guarantee of 10% of contract price is required upon award.
